What this quote means is that even if you have one of the both things (intelligence or character) you will need the other to be successful.It is like a bike if one tire is flat then you won't go that far it doesn't matter which one are you missing both are needed.An ex. would be you trying to get a job they might see your resume and see that you have a good GPA ,but then they see your character and might think twice and not give you the job.
